Silence of New Delhi results spread of Daesh in Kerala
Thiruvananthapuram, India: “The Intelligence Bureau (IB) and Police played their professional roles to snub establishment of Daesh in Kerala but top authorities in New Delhi kept silent, indirectly helping Daesh to establish networking in the state”.
This response was sent by IB Kerala to New Delhi while rebutting allegations that spread of Daesh in Kerala was failure of IB and Police authorities of the State of Kerala.
According to sources in Intelligence Bureau (IB), New Delhi is trying to hold Police and IB of Kerala responsible for spread of Daesh networking in the state after news reports appeared in national as well as in international media that South Asia Daesh is operating from Kerala.
The rebuttal sent by Kerala IB to New Delhi mentioned that Police and Intelligence Bureau (IB) in South India were working to bust smaller terror groups successfully and sending reports to New Delhi that Kerala had become hub of Daesh activities. However, all such reports sent to New Delhi got no response from Delhi for any special operation against Daesh due to unknown reasons.
Citing a recent court case, IB stated that National Investigation Agency (NIA) failed to file a charge sheet against one Daesh member Mohammad Haneef of Kerala who moved to Syria to fight Jihad along with his wife and daughter. IB questioned why did NIA not submit charge sheet against Daesh terrorist after having complete data about his crime? Court granted bail to accused on February 11, 2017. Mohammad Haneef was arrested by Kerala Police but NIA took charge of this case and then did not submit charge sheet against the culprit.
Meanwhile, sources in Kerala Police said that Thiruvananthapuram police divisional circle detained 10 suspects with alleged links to Daesh, five suspect from Kanakamala in Kannur district and 20 suspects from Kozhikode district, Coimbatore and Tirunelveli in neighbouring Tamil Nadu state. However, all suspects were released when some high officials from New Dehli intervened into these arrests.
South Indian Police claim that they kept sending reports to high officials that over 40 persons from Kasaragod and Palakkad districts had left for Afghanistan and Middle East, apparently enticed by the teachings of Daesh.
It may be mentioned that IB reported to New Delhi that around 15 men, 6 women and 3 children went missing from Kerala, ending up in Afghanistan between May and July 2016.
Sources in Kerala police claim that Iraqi government in November 2016 contacted Indian government and informed them that Iraqi Army had recovered “made in India” medicines from hideouts of Islamic State (IS) which were captured by Iraqi forces. Indian government in response to Iraqi complaint claimed that medicines supplied and sold to the Gulf countries were ending up in Syria and Iraq for the use of the terror group and no group from India could send medicines to IS in Iraq.
In January 2017, Kerala Police and Intelligence Bureau in a report to New Dehli indicated that there had been loose ISIS motivated or inspired groups in Hyderabad and Roorkee. According to top IB sources, around 300 individuals in India were on the radar of various Police stations and central agencies for their “proclivity towards the ISIS cause”. IB also informed New Delhi that over 200 persons travelled out of India and reached Afghanistan via Dubai and Abu Dubai. However, authorities in New Delhi did not send any instructions to IB to take measures in this regard.
In another report, Intelligence Bureau said that over seven million Indians work in the Gulf and West Asia remain vulnerable to radical propaganda.
“Several expats from Hyderabad based in the United Arab Emirates (UAE) and Saudi Arabia have joined the IS. Analysis by the police has revealed that recent IS recruits from India were young – about 90 per cent in the 18-33 age group. More specifically, half the recruits from India were in the 23-28 age group. About 70 per cent had a technical background and 50 per cent were graduates”, maintained an IB report sent to New Delhi.
It may be mentioned that IB arrested two people, identified as Abdul Rashid Abdulla and Yasmeen Mohammad Zahid from Kochi (Kerala) in connection with the criminal conspiracy hatched within and outside India, with the intention of furthering the objectives of the IS and for joining and supporting the organization. Accused Abdul Rashid, resident of Kasaragod District and Yasmeen Mohammad Zahid, resident of Sitamarhi District, Bihar were booked under sections 120-B and 125 of the Indian Penal Code (IPC).
In another case, Police filed a charge sheet against two persons in connection with its probe in the alleged indoctrination of Kerala youths to join terror group IS. The agency filed the charge sheet in a special court against Arshi Qureshi (47) alias Arshid, a resident of Thane, Maharashtra who was arrested by the agency, and Abdul Rashid Abdulla (30), hailing from Kasaragod in Kerala.
Sources in IB claimed that training of terrorists in Kerala was also reported during year 2007. Sources claim that an arms training camp was busted in Ernakulam, Kerala while IS conducted camps at Karnataka, Madhya Pradesh and Gujarat from December 10, 2007 to December 12, 2007. They organized a secret training camp at Thangalpara, Wagamon within the limits of Mundakayam Police Station, Kottayam (Kerala).
A Kerala school teacher who was arrested at Delhi airport on August 2, 2016 revealed that the extremist group Daesh is now running “terror classes” in the country. Yasmin got a job at Peace International School in Malappuram (A project of US based Peace Educational Foundation) claimed terrorism was taught at secret camps in Kerala.
Sources in IB claim that Indian intelligence agencies except IB never take training of IS in Kerala seriously and always keep silent on reports those had been sent to New Delhi to take stiff action against spread of terror networking in Kerala.
