Water Supply and link road demanded for UC Chhijana, Tehsil Kotli Sattian Rawalpindi

Reference my earlier communications since December, 2013 and number of personal visit to the offices of DCO Rawalpindi and DOP Rawalpindi regarding provision of Rs. 8.8 millions for two schemes for UC Chhijana, Tehsil Kotli Sattian i.e. Link road, Water Supply and Water bore etc.
But numerous communications of District Government Rawalpindi dated 08-03-2014, 24-05-2014, 16-09-2014 , P&D Lahore letter dated 07-01-2014, 09-04-2014 and C.M. directive No. Dir(Assem)CMO/14/OT-47/(B) dated 29-04-2014 and dozens of personal visit to the office of DCO/DOP Rawalpindi did not any result as yet. After the exercise of 1-1/2 years, it has been leart that DCO Rawalpindi has again sent a letter to P&D Lahore for allocation of Rs. 8.8 Million for the subject schemes, although P&D has already asked the DCO Rawalpindi to take up the scheme in the District Government ADP 2014-15 vide P&D letter dated 07-01-2014 & 09-04-2014. Subsequenty DOP vide letter 24-05-2014 assured, C.M. Office Lahore, P&D Lahore that the scheme of Rs. 8.8 (M) would be taken up for execution in the ADP 2014-15 of District Government Rawalpindi.
However, DCO Rawalpindi has again referred the case to P&D Lahore vide letter dated 09-03-2015 ignoring the earlier commitment made to C.M. Office and P&D Lahore to take up the scheme in the District Government ADP 2014-15.
I am visiting the office of DCO, EDO (F&P) & DOP Rawalpindi since last one month to get the copy of letter dated 09-03-2015, so that I can pursue the case with P&D and C.M. Office but not yet succeeded to get the copy of the letter. Every time I have been told that the file is with DCO and he is not clearing the file since last one month. This is really astonishing for me that how the public interest are being watched at District Government level.
You must be aware that Projects of Billion of Rupees are being executed in Rawalpindi by the District Government & Provincial Government but our genuine demand of water and link road has been regretted and discrimination and disparity with the area is obvious by the actions of Punjab Government and District Government Rawalpindi. Although C.M. Punjab has announced Rural Road ;project of 15 billion and Saaf Pani Project in 36 Districts of 100 Billions rupees but the road and water supply schemes for UC Chhijana, Tehsil Kotli Sattian has been rejected at all levels. This is worse example of discrimination with the area since 2009. The case for execution of schemes in ADP; 2009-10 was intitiated in 2009 vide the then MPA Raja Fiaz Sarwar letter dated 22-04-2009 addressed to Chairman P&D.
It is very unfortunate that our women are still bringing water from 3-4 KM away. Proposed scheme was to give them some relief in term of water availability at their door steps. Other scheme was link road, not a PCC or Carpetted road but Katcha Tracki only to link the large population with the main road. Unfortunately without the communication facility, if someone gets sick, people have no option except to take him/her to the main road on their shoulders and he same case with the daily commodities.
