ISLAMABAD, Pakistan: Highlighting importance of ‘Police and Judicial Systems Reforms’, speakers at a forum suggested adaption of Police Order 2002 in its original form and totality across the country to get rid of the present thana culture.
The forum organized by Ministry of Planning, Development & Reform recommended, wherein the speakers stressed the need for adoption of Standard Operation Procedures for service delivery & addressing complaints.
Dr. Syed Tahir Hijazi, Abeeha Islam, Farhan Aziz Khawaja, Najeeb Aslam, Dr. M Usman Awan (Group Coordinator), Fazal –ur-Rahman, M Zafar Khan, Nasrullah Tareeen, Hassan Mughal, Asif Shafiq Lakhvi and Abdul Qadir along others addressed the forum.
Speakers at a forum said that the present government took a number of initiatives for making the policing system effective; however a lot have yet to be done especially for capacity and image building of the police.
It is suggested that Institutional Recruitment Mechanism should be made effective along with initiation of responsive Policing Project.
They suggested that Police Training Institutes Audit and soft interventions could help build professional capacity.
It is recommended that better service structure & training should be ensured, besides giving them performance based incentives.
They also recommended that better coordination between investigators and prosecutors a must so it should be ensured and made more effective.
They recommended necessary amendments in order to make the bail granting procedures better, besides making the much needed reforms.
On Justice System Reforms, speakers suggested that Criminal Justice System Reforms Commission should be formed and an independent commission should put up recommendations within a specific period of time.
They recommended that there should be representation from all pillars of Criminal Justice System (CJS) in the commission, besides reviewing all the previous reforms initiatives.
